युधिष्ठिर उवाच कथंविधं पुरं राजा स्वयमावस्तुमर्हति कृतं वा कारयित्वा वा तन्मे ब्रूहि पितामह

Yudhiṣṭhira asked, "What should be the kind of city within which the king should himself dwell? Is it one that already exists, or should he get one constructed? O grandfather! Tell me this."

युधिष्ठिर ने पूछा, "वह कैसा नगर होना चाहिए जिसमें राजा को स्वयं निवास करना चाहिए? क्या वह पहले से मौजूद है, या उसे एक का निर्माण कराना चाहिए? हे पितामह! मुझे यह बताओ।"

भीष्म उवाच यत्र कौन्तेय वस्तव्यं सपुत्रभ्रातृबन्धुना न्याय्यं तत्र परिप्रष्टुं गुप्तिं वृत्तिं च भारत

Bhīṣma replied, "O Kaunteya! O descendant of the Bhārata lineage! The place where he will reside with his sons, brothers and relatives must be properly checked, to ensure that it is protected and there is a means of sustenance.

भीष्म ने उत्तर दिया, "हे कौन्तेय! हे भरत वंश के वंशज! जिस स्थान पर वह अपने पुत्रों, भाइयों और रिश्तेदारों के साथ निवास करेंगे, उसकी उचित जांच की जानी चाहिए, ताकि यह सुनिश्चित हो सके कि यह संरक्षित है और इसमें जीविका का साधन मौजूद है।

तस्मात्ते वर्तयिष्यामि दुर्गकर्म विशेषतः श्रुत्वा तथा विधातव्यमनुष्ठेयं च यत्नतः

In particular, I will tell you about what must be done about fortifications. Having heard about this, you must make efforts to follow the injunctions.

विशेष रूप से, मैं आपको बताऊंगा कि किलेबंदी के संबंध में क्या किया जाना चाहिए। इसके बारे में सुनने के बाद, आपको निषेधाज्ञा का पालन करने का प्रयास करना चाहिए।

षड्विधं दुर्गमास्थाय पुराण्यथ निवेशयेत् सर्वसंपत्प्रधानं यद्बाहुल्यं वापि संभवेत्

The cities must be constructed with the six kinds of forts in mind, so that there is sufficient prosperity and an abundance of every required object.

शहरों का निर्माण छह प्रकार के किलों को ध्यान में रखकर किया जाना चाहिए, ताकि वहां पर्याप्त समृद्धि हो और हर आवश्यक वस्तु की प्रचुरता हो।

धन्वदुर्गं महीदुर्गं गिरिदुर्गं तथैव च मनुष्यदुर्गमब्दुर्गं वनदुर्गं च तानि षट्

The six forts are—those in the desert, those on the ground, those in mountains, those with men, those in the water and those in forests.

छह किले हैं - वे रेगिस्तान में, वे जमीन पर, वे पहाड़ों में, वे मनुष्यों के साथ, वे पानी में और वे जंगलों में।

यत्पुरं दुर्गसंपन्नं धान्यायुधसमन्वितम् दृढप्राकारपरिखं हस्त्यश्वरथसंकुलम्

The city must have forts and must be stocked with grain and weapons. There must be firm walls and moats and it must be full of elephants, horses and chariots.

शहर में किले होने चाहिए और अनाज और हथियारों से भरा होना चाहिए। वहाँ पक्की दीवारें और खाइयाँ होंगी तथा वह हाथियों, घोड़ों और रथों से भरा होगा।

विद्वांसः शिल्पिनो यत्र निचयाश्च सुसंचिताः धार्मिकश्च जनो यत्र दाक्ष्यमुत्तममास्थितः

There must be learned artisans there and there must be stores of every kind of requirement. It must be populated by excellent and accomplished people who follow dharma.

वहाँ विद्वान कारीगर होने चाहिए और हर प्रकार की आवश्यकता के भण्डार होने चाहिए। यह धर्म का पालन करने वाले उत्कृष्ट और निपुण लोगों से आबाद होना चाहिए।

ऊर्जस्विनरनागाश्वं चत्वरापणशोभितम् प्रसिद्धव्यवहारं च प्रशान्तमकुतोभयम्

There must be energetic men, elephants and horses and it must be adorned with crossroads and shops. There must be established rules of conduct, so that people are peaceful and without fear.

उसमें ऊर्जावान मनुष्य, हाथी-घोड़े अवश्य हों तथा वह चौराहों तथा दुकानों से सुशोभित हो। आचरण के नियम स्थापित होने चाहिए, ताकि लोग शांतिपूर्ण और भयमुक्त रहें।

सुप्रभं सानुनादं च सुप्रशस्तनिवेशनम् शूराढ्यजनसंपन्नं ब्रह्मघोषानुनादितम्

It must be radiant, with the sound of activity. There must be extremely spacious houses. It must be full of brave and wealthy people and must resound with chants of the brāhman.

यह क्रियाशीलता की ध्वनि के साथ दीप्तिमान होना चाहिए। अत्यंत विशाल मकान होंगे। यह बहादुर और धनी लोगों से भरा होना चाहिए और ब्राह्मण के मंत्रों से गूंजना चाहिए।

समाजोत्सवसंपन्नं सदापूजितदैवतम् वश्यामात्यबलो राजा तत्पुरं स्वयमावसेत्

There must be congregations and festivals at which the gods are always worshipped. With his faithful advisers and soldiers, the king must himself reside within that city,

ऐसी मंडलियाँ और उत्सव होने चाहिए जिनमें हमेशा देवताओं की पूजा की जाती है। राजा को अपने वफादार सलाहकारों और सैनिकों के साथ स्वयं उस शहर में रहना चाहिए,

तत्र कोशं बलं मित्रं व्यवहारं च वर्धयेत् पुरे जनपदे चैव सर्वदोषान्निवर्तयेत्

He should conduct himself so that his treasury, forces and friends increase. He must restrain all the sins in the city and the countryside.

उसे ऐसा आचरण करना चाहिए जिससे उसके कोष, बल और मित्रों में वृद्धि हो। उसे शहर और देहात के सभी पापों पर लगाम लगानी होगी।

भाण्डागारायुधागारं प्रयत्नेनाभिवर्धयेत् निचयान्वर्धयेत्सर्वांस्तथा यन्त्रगदागदान्

He must make efforts to increase his stores of goods and his stores of weapons. He must increase all the collections of stores, machines, clubs,

उसे अपने माल के भंडार और हथियारों के भंडार को बढ़ाने का प्रयास करना चाहिए। उसे दुकानों, मशीनों, क्लबों के सभी संग्रह बढ़ाने होंगे।

काष्ठलोहतुषाङ्गारदारुशृङ्गास्थिवैणवान् मज्जास्नेहवसाक्षौद्रमौषधग्राममेव च

firewood, iron, grain chaff, charcoal, timber, horn, bones, bamboo, marrow, oil, fat, honey, medicines,

जलाऊ लकड़ी, लोहा, अनाज की भूसी, कोयला, लकड़ी, सींग, हड्डियाँ, बाँस, मज्जा, तेल, वसा, शहद, औषधियाँ,

शणं सर्जरसं धान्यमायुधानि शरांस्तथा चर्म स्नायु तथा वेत्रं मुञ्जबल्बजधन्वनान्

flax, reṣin-s from the śala tree, grain, weapons, arrows, leather, sinews, cane, muñja gras-s, bālbaja gras-s and bows.

सन, शाल वृक्ष के अवशेष, अनाज, हथियार, तीर, चमड़ा, नसें, बेंत, मुंज ग्रास, बलबज ग्रास और धनुष।

आशयाश्चोदपानाश्च प्रभूतसलिला वराः निरोद्धव्याः सदा राज्ञा क्षीरिणश्च महीरुहाः

The king must always control access to tanks and wells that contain a great deal of excellent water and also to giant trees that are full of juice.

राजा को हमेशा उन तालाबों और कुओं तक पहुंच को नियंत्रित करना चाहिए जिनमें प्रचुर मात्रा में उत्कृष्ट पानी होता है और साथ ही उन विशाल पेड़ों तक भी जो रस से भरे होते हैं।

सत्कृताश्च प्रयत्नेन आचार्यर्त्विक्पुरोहिताः महेष्वासाः स्थपतयः सांवत्सरचिकित्सकाः

He must make efforts to treat preceptors, officiating priests and priests with a great deal of honour. There must be similar treatment for great archers, architects and astrologers.

उसे उपदेशकों, कार्यवाहक पुजारियों और पुजारियों के साथ बहुत सम्मान के साथ व्यवहार करने का प्रयास करना चाहिए। महान धनुर्धरों, वास्तुकारों और ज्योतिषियों के साथ भी ऐसा ही व्यवहार होना चाहिए।

प्राज्ञा मेधाविनो दान्ता दक्षाः शूरा बहुश्रुताः कुलीनाः सत्त्वसंपन्ना युक्ताः सर्वेषु कर्मसु

Those who are wise, intelligent, self-controlled, accomplished, brave, extremely learned, born in good lineages and full of enterprise must be appointed for all the tasks.

जो बुद्धिमान, बुद्धिमान, संयमी, निपुण, साहसी, अत्यंत विद्वान, अच्छे वंश में जन्मे तथा उद्यम से परिपूर्ण हों, उन्हें सभी कार्यों के लिए नियुक्त किया जाना चाहिए।

पूजयेद्धार्मिकान्राजा निगृह्णीयादधार्मिकान् नियुञ्ज्याच्च प्रयत्नेन सर्ववर्णान्स्वकर्मसु

The king must revere those who follow dharma and restrain those who follow adharma. He must make efforts to engage all the vārṇa-s in their own tasks.

राजा को धर्म का पालन करने वालों का सम्मान करना चाहिए और अधर्म का पालन करने वालों पर अंकुश लगाना चाहिए। उसे सभी वर्णों को अपने-अपने कार्यों में संलग्न करने का प्रयास करना चाहिए।

बाह्यमाभ्यन्तरं चैव पौरजानपदं जनम् चारैः सुविदितं कृत्वा ततः कर्म प्रयोजयेत्

Spies must be engaged within and outside. Having thus got to know, he must employ the people of the city and the countryside in different tasks.

भीतर और बाहर जासूस लगे रहने चाहिए। इस प्रकार जानने के बाद, उसे शहर और देहात के लोगों को विभिन्न कार्यों में नियुक्त करना चाहिए।

चारान्मन्त्रं च कोशं च मन्त्रं चैव विशेषतः अनुतिष्ठेत्स्वयं राजा सर्वं ह्यत्र प्रतिष्ठितम्

In particular, the king must himself attend to spies, the treasury and policy, because everything is established on this.

विशेषकर गुप्तचरों, राजकोष और नीति की देखभाल राजा को स्वयं करनी चाहिए, क्योंकि सब कुछ इसी पर स्थापित होता है।

उदासीनारिमित्राणां सर्वमेव चिकीर्षितम् पुरे जनपदे चैव ज्ञातव्यं चारचक्षुषा

Using spies as his eyes, he must know everything that the people in the city and the countryside wish to do, whether they are neutrals, enemies or friends.

जासूसों को अपनी आँखों के रूप में इस्तेमाल करते हुए, उसे वह सब कुछ पता होना चाहिए जो शहर और ग्रामीण इलाकों के लोग करना चाहते हैं, चाहे वे तटस्थ हों, दुश्मन हों या दोस्त हों।

ततस्तथा विधातव्यं सर्वमेवाप्रमादतः भक्तान्पूजयता नित्यं द्विषतश्च निगृह्णता

He must thus arrange everything, without being careless about anything. He must always honour those who are devoted and punish those who seek to cause injury.

इस प्रकार उसे किसी भी चीज़ के प्रति लापरवाह हुए बिना, हर चीज़ की व्यवस्था करनी चाहिए। उसे हमेशा उन लोगों का सम्मान करना चाहिए जो समर्पित हैं और उन लोगों को दंडित करना चाहिए जो चोट पहुंचाना चाहते हैं।

यष्टव्यं क्रतुभिर्नित्यं दातव्यं चाप्यपीडया प्रजानां रक्षणं कार्यं न कार्यं कर्म गर्हितम्

He must always perform rites and sacrifices and donate without any hesitation. It is his task to protect the subjects and not undertaking this task is to be censured.

उसे सदैव बिना किसी हिचकिचाहट के अनुष्ठान, यज्ञ और दान करना चाहिए। प्रजा की रक्षा करना उसका कार्य है और इस कार्य को न करना निन्दा के समान है।

कृपणानाथवृद्धानां विधवानां च योषिताम् योगक्षेमं च वृत्तिं च नित्यमेव प्रकल्पयेत्

He must always think of a means of sustenance and arrange yoga and kṣemā for those who are miserable, those who have no protectors, those who are aged and those women who are widows.

उसे हमेशा जीविका के साधन के बारे में सोचना चाहिए और उन लोगों के लिए योग और क्षेम की व्यवस्था करनी चाहिए जो दुखी हैं, जिनका कोई संरक्षक नहीं है, जो वृद्ध हैं और जो महिलाएं विधवा हैं।

आश्रमेषु यथाकालं चेलभाजनभोजनम् सदैवोपहरेद्राजा सत्कृत्यानवमन्य च

At the right time, the king must honour those who are in hermitages and treat them well with garments, vessels and food.

उचित समय पर राजा को आश्रम में रहने वालों का सम्मान करना चाहिए और उनके साथ वस्त्र, बर्तन और भोजन से अच्छा व्यवहार करना चाहिए।

आत्मानं सर्वकार्याणि तापसे राज्यमेव च निवेदयेत्प्रयत्नेन तिष्ठेत्प्रह्वश्च सर्वदा

He must always make efforts to stand before an ascetic and tell him about himself, all his tasks and his kingdom.

उसे सदैव किसी तपस्वी के सामने खड़े होकर अपने बारे में, अपने सभी कार्यों और अपने राज्य के बारे में बताने का प्रयास करना चाहिए।

सर्वार्थत्यागिनं राजा कुले जातं बहुश्रुतम् पूजयेत्तादृशं दृष्ट्वा शयनासनभोजनैः

When he sees a person who has given up everything, has been born in a noble lineage and is extremely learned, he must honour him with beds, seats and food.

जब वह किसी ऐसे व्यक्ति को देखता है जिसने सब कुछ त्याग दिया है, जो एक कुलीन वंश में पैदा हुआ है और अत्यंत विद्वान है, तो उसे बिस्तर, आसन और भोजन से उसका सम्मान करना चाहिए।

तस्मिन्कुर्वीत विश्वासं राजा कस्यांचिदापदि तापसेषु हि विश्वासमपि कुर्वन्ति दस्यवः

The king can trust him, even in an emergency. Even bandits trust an ascetic.

आपात्कालीन स्थिति में भी राजा उस पर भरोसा कर सकता है। डाकू भी साधु पर विश्वास करते हैं।

तस्मिन्निधीनादधीत प्रज्ञां पर्याददीत च न चाप्यभीक्ष्णं सेवेत भृशं वा प्रतिपूजयेत्

The king will offer his possessions to him and obtain wisdom in return. However, he must not serve them all the time, or honour them excessively.

राजा अपनी संपत्ति उसे अर्पित कर देगा और बदले में ज्ञान प्राप्त करेगा। हालाँकि, उसे हर समय उनकी सेवा नहीं करनी चाहिए, या उनका अत्यधिक सम्मान नहीं करना चाहिए।

अन्यः कार्यः स्वराष्ट्रेषु परराष्ट्रेषु चापरः अटवीष्वपरः कार्यः सामन्तनगरेषु च

He must seek out one from within his own kingdom, another from the kingdom of the enemy, another who resides in the forests and another who lives in the cities of vassals.

उसे एक को अपने राज्य के भीतर से, दूसरे को शत्रु के राज्य से, दूसरे को जंगलों में रहने वाले और दूसरे को जागीरदारों के शहरों में से खोजना होगा।

तेषु सत्कारसंस्कारान्संविभागांश्च कारयेत् परराष्ट्राटवीस्थेषु यथा स्वविषये तथा

These must be honoured well and a means of sustenance arranged for them, irrespective of whether they reside in the kingdom of the enemy, in the forest, or within one's own dominion.

इनका अच्छी तरह से सम्मान किया जाना चाहिए और उनके लिए जीविका के साधन की व्यवस्था की जानी चाहिए, भले ही वे शत्रु के राज्य में रहते हों, जंगल में हों, या अपने प्रभुत्व में हों।

ते कस्यांचिदवस्थायां शरणं शरणार्थिने राज्ञे दद्युर्यथाकामं तापसाः संशितव्रताः

The ascetics are rigid in their vows. And if the king should ever desire to seek refuge with them in a time of hardship, they will offer this refuge.

तपस्वी अपने व्रत के प्रति दृढ़ होते हैं। और यदि राजा कभी संकट के समय उनकी शरण लेना चाहे, तो वे उसे शरण देंगे।

एष ते लक्षणोद्देशः संक्षेपेण प्रकीर्तितः यादृशं नगरं राजा स्वयमावस्तुमर्हति

I have now briefly recounted to you the characteristics of the region and the city the king must himself reside in."

अब मैंने तुम्हें उस क्षेत्र और नगर की विशेषताएँ संक्षेप में बतायीं जिनमें राजा को स्वयं निवास करना चाहिये।"
