युधिष्ठिर उवाच यया वृत्त्या महीपालो विवर्धयति मानवान् पुण्यांश्च लोकाञ्जयति तन्मे ब्रूहि पितामह

Yudhiṣṭhira asked: To ensure the prosperity of men, what kind of a conduct should a lord of the earth follow? How does he conquer the auspicious worlds? O grandfather! Tell me this.

युधिष्ठिर ने पूछा: मनुष्यों की समृद्धि सुनिश्चित करने के लिए पृथ्वी के स्वामी को किस प्रकार का आचरण करना चाहिए? वह शुभ लोकों पर किस प्रकार विजय प्राप्त करता है? हे दादा! यह मुझे बताओ.

भीष्म उवाच दानशीलो भवेद्राजा यज्ञशीलश्च भारत उपवासतपःशीलः प्रजानां पालने रतः

Bhīṣma replied: O descendant of the Bhārata lineage! The king must donate and must perform sacrifices. He must fast, perform austerities and be engaged in protecting the subjects.

भीष्म ने उत्तर दिया: हे भरत वंश के वंशज! राजा को दान तथा यज्ञ करना चाहिये। उसे व्रत, तपस्या तथा प्रजा की रक्षा में लगे रहना चाहिए।

सर्वाश्चैव प्रजा नित्यं राजा धर्मेण पालयेत् उत्थानेनाप्रमादेन पूजयेच्चैव धार्मिकान्

Following dharma, the king must always protect all the subjects. Without being distracted, he must arise and worship all those who follow dharma.

राजा को धर्म का पालन करते हुए सदैव सारी प्रजा की रक्षा करनी चाहिए। विचलित हुए बिना, उसे उठना चाहिए और उन सभी की पूजा करनी चाहिए जो धर्म का पालन करते हैं।

राज्ञा हि पूजितो धर्मस्ततः सर्वत्र पूज्यते यद्यदाचरते राजा तत्प्रजानां हि रोचते

When the king honours dharma, everyone also honours it in every way. When the king acts in this way, the subjects are delighted.

जब राजा धर्म का सम्मान करता है तो सभी लोग भी उसका सम्मान करते हैं। जब राजा इस प्रकार कार्य करता है तो प्रजा प्रसन्न होती है।

नित्यमुद्यतदण्डश्च भवेन्मृत्युरिवारिषु निहन्यात्सर्वतो दस्यून्न कामात्कस्यचित्क्षमेत्

He must always hold his rod aloft and must be like death to his enemies. He must slay all the bandits and must not wilfully ignore anyone.

उसे अपनी छड़ी सदैव ऊँची रखनी चाहिए और अपने शत्रुओं के लिए मृत्यु के समान होना चाहिए। उसे सभी डाकुओं को मार डालना चाहिए और जानबूझकर किसी की उपेक्षा नहीं करनी चाहिए।

यं हि धर्मं चरन्तीह प्रजा राज्ञा सुरक्षिताः चतुर्थं तस्य धर्मस्य राजा भारत विन्दति

O descendant of the Bhārata lineage! If a king protects the subjects extremely well, out of whatever dharma is observed by them, one-fourth of that dharma is the king's share.

हे भरत वंश के वंशज! यदि कोई राजा प्रजा की बहुत अच्छी तरह से रक्षा करता है, तो उसके द्वारा किये गये धर्म का एक-चौथाई भाग राजा का भाग होता है।

यदधीते यद्यजते यद्ददाति यदर्चति राजा चतुर्थभाक्तस्य प्रजा धर्मेण पालयन्

If he protects the subjects in accordance with dharma, the king enjoys one-fourth of their studying, sacrifices, donations and worship.

यदि वह धर्म के अनुसार प्रजा की रक्षा करता है, तो राजा को उनके अध्ययन, यज्ञ, दान और पूजा का एक चौथाई हिस्सा मिलता है।

यद्राष्ट्रेऽकुशलं किंचिद्राज्ञोऽरक्षयतः प्रजाः चतुर्थं तस्य पापस्य राजा भारत विन्दति

O descendant of the Bhārata lineage! If the king does not protect the subjects in any way and if there is something wrong with the kingdom, one-fourth of that sin is enjoyed by the king.

हे भरत वंश के वंशज! यदि राजा किसी भी प्रकार से प्रजा की रक्षा नहीं करता और राज्य में कोई गड़बड़ी होती है तो उस पाप का चौथाई भाग राजा को भोगना पड़ता है।

अप्याहुः सर्वमेवेति भूयोऽर्धमिति निश्चयः कर्मणः पृथिवीपाल नृशंसोऽनृतवागपि तादृशात्किल्बिषाद्राजा शृणु येन प्रमुच्यते

It has been said that he gets all of it. Some have determined that he gets half. However, there may be a lord of the earth who is cruel in his deeds and false in his speech.

ऐसा कहा गया है कि उसे यह सब मिलता है। कुछ ने निश्चय किया है कि उसे आधा मिलेगा। हालाँकि, पृथ्वी का एक स्वामी ऐसा भी हो सकता है जो अपने कर्मों में क्रूर और अपनी वाणी में झूठा हो।

प्रत्याहर्तुमशक्यं स्याद्धनं चोरैर्हृतं यदि स्वकोशात्तत्प्रदेयं स्यादशक्तेनोपजीवता

Listen to how that king can be freed from his kingdom and his own treasury. If he cannot restore all of it, he should restore whatever he can, keeping just enough for his own subsistence.

वह राजा अपने राज्य तथा कोष से किस प्रकार मुक्त हो सकता है, वह सुनो। यदि वह यह सब बहाल नहीं कर सकता है, तो उसे अपने निर्वाह के लिए पर्याप्त रखते हुए, जो कुछ भी वह कर सकता है उसे बहाल करना चाहिए।

सर्ववर्णैः सदा रक्ष्यं ब्रह्मस्वं ब्राह्मणास्तथा न स्थेयं विषये तेषु योऽपकुर्याद्द्विजातिषु

All the vārṇa-s must protect brāhmana-s and the property of brāhmana-s. One who causes injury to brāhmana-s should not be allowed to remain in the kingdom.

सभी वर्णों को ब्राह्मणों और ब्राह्मणों की संपत्ति की रक्षा करनी चाहिए। जो ब्राह्मणों को चोट पहुँचाता है, उसे राज्य में रहने नहीं देना चाहिए।

ब्रह्मस्वे रक्ष्यमाणे हि सर्वं भवति रक्षितम् तेषां प्रसादे निर्वृत्ते कृतकृत्यो भवेन्नृपः

If the property of brāhmana-s is protected, everything is protected. If their favours are ensured, then the king will have accomplished his objective.

यदि ब्राह्मणों की संपत्ति सुरक्षित है, तो सब कुछ सुरक्षित है। यदि उनकी कृपा सुनिश्चित हो जाये तो राजा अपना उद्देश्य पूरा कर लेगा।

पर्जन्यमिव भूतानि महाद्रुममिव द्विजाः नरास्तमुपजीवन्ति नृपं सर्वार्थसाधकम्

Beings depend on Pārjanya and birds on a large tree. Like that, men depend on the king for accomplishing all their objectives.

प्राणी पर्जन्य पर और पक्षी बड़े वृक्ष पर निर्भर रहते हैं। उसी प्रकार, मनुष्य अपने सभी उद्देश्यों की पूर्ति के लिए राजा पर निर्भर रहते हैं।

न हि कामात्मना राज्ञा सततं शठबुद्धिना नृशंसेनातिलुब्धेन शक्याः पालयितुं प्रजाः

If a king has desire in his soul, is always fraudulent in his mind, or is violent and extremely avaricious, he will be incapable of protecting the subjects.

यदि किसी राजा की आत्मा में कामना है, मन में सदैव कपट रहता है, या वह हिंसक और अत्यंत लोभी है, तो वह प्रजा की रक्षा करने में असमर्थ होगा।

युधिष्ठिर उवाच नाहं राज्यसुखान्वेषी राज्यमिच्छाम्यपि क्षणम् धर्मार्थं रोचये राज्यं धर्मश्चात्र न विद्यते

Yudhiṣṭhira said: I have not sought pleasure in the kingdom. Even for an instant, I have not desired the kingdom. I agreed to the kingdom for the sake of dharma, but there does not seem to be any dharma in it.

युधिष्ठिर ने कहा: मैंने राज्य का सुख नहीं चाहा है। एक क्षण के लिए भी मैंने राज्य की इच्छा नहीं की। मैंने धर्म के लिए राज्य स्वीकार किया, परंतु इसमें कोई धर्म प्रतीत नहीं होता।

तदलं मम राज्येन यत्र धर्मो न विद्यते वनमेव गमिष्यामि तस्माद्धर्मचिकीर्षया

Since there is no dharma in it, I have had enough of the kingdom. Therefore, for the sake of dharma, I will go to the forest.

चूँकि इसमें कोई धर्म नहीं है, इसलिए मुझे बहुत सारा राज्य मिल चुका है। अत: धर्म के लिये मैं वन में जाऊंगा।

तत्र मेध्येष्वरण्येषु न्यस्तदण्डो जितेन्द्रियः धर्ममाराधयिष्यामि मुनिर्मूलफलाशनः

I will conquer my senses and cast aside my rod. I will worship dharma in the sacred forest and, like a hermit, live on roots and fruits.

मैं अपनी इन्द्रियों पर विजय पा लूँगा और अपनी छड़ी को त्याग दूँगा। मैं पवित्र वन में धर्म की आराधना करूंगा और एक संन्यासी की तरह कंद-मूल और फल खाकर जीवित रहूंगा।

भीष्म उवाच वेदाहं तव या बुद्धिरानृशंस्यगुणैव सा न च शुद्धानृशंस्येन शक्यं महदुपासितुम्

Bhīṣma replied: I know your mind and about your qualities of non-violence. However, only through non-violence, you will not be able to accomplish anything great.

भीष्म ने उत्तर दिया: मैं आपके मन को और आपके अहिंसा के गुणों को जानता हूँ। हालाँकि, केवल अहिंसा के माध्यम से आप कुछ भी बड़ा हासिल नहीं कर पाएंगे।

अपि तु त्वा मृदुं दान्तमत्यार्यमतिधार्मिकम् क्लीबं धर्मघृणायुक्तं न लोको बहु मन्यते

You are mild, self-controlled, extremely noble and greatly devoted to dharma. However, people do not show you great regard, taking you to be an eunuch, driven by compassion over dharma.

आप सौम्य, संयमी, अत्यंत महान और धर्म के प्रति अत्यंत समर्पित हैं। हालाँकि, लोग आपको अधिक सम्मान नहीं देते हैं, धर्म पर दया से प्रेरित होकर, आपको नपुंसक मानते हैं।

राजधर्मानवेक्षस्व पितृपैतामहोचितान् नैतद्राज्ञामथो वृत्तं यथा त्वं स्थातुमिच्छसि

Look towards rājadharma, which was appropriate for your father and grandfathers. What you wish to resort to is not the conduct of kings.

राजधर्म की ओर देखो, जो तुम्हारे पिता और दादाओं के लिए उपयुक्त था। आप जिसका सहारा लेना चाहते हैं वह राजाओं का आचरण नहीं है।

न हि वैक्लव्यसंसृष्टमानृशंस्यमिहास्थितः प्रजापालनसंभूतं प्राप्ता धर्मफलं ह्यसि

You have established yourself in non-violence and have thereby created the impotence you should not follow. There are fruits of dharma that can be obtained from protecting the subjects.

आपने खुद को अहिंसा में स्थापित कर लिया है और इस तरह नपुंसकता पैदा कर ली है जिसका आपको पालन नहीं करना चाहिए। धर्म का फल प्रजा की रक्षा से प्राप्त होता है।

न ह्येतामाशिषं पाण्डुर्न च कुन्त्यन्वयाचत न चैतां प्राज्ञतां तात यया चरसि मेधया

O son! What you wish to follow, through your wisdom and your intelligence, is not the blessing that Pāṇḍu and Kuntī desired for you.

हे वत्स आप अपनी बुद्धि और बुद्धिमत्ता के माध्यम से जिसका अनुसरण करना चाहते हैं, वह वह आशीर्वाद नहीं है जो पांडु और कुंती ने आपके लिए चाहा था।

शौर्यं बलं च सत्त्वं च पिता तव सदाब्रवीत् माहात्म्यं बलमौदार्यं तव कुन्त्यन्वयाचत

Your father always spoke about valour, strength and spirit for you. Kuntī desired greatness, strength and generosity for you.

आपके पिता हमेशा आपके लिए वीरता, शक्ति और जज्बे की बात करते थे। कुंती आपके लिए महानता, शक्ति और उदारता चाहती थी।

नित्यं स्वाहा स्वधा नित्यमुभे मानुषदैवते पुत्रेष्वाशासते नित्यं पितरो दैवतानि च

In the worlds of men and gods, ancestors and gods always want offerings of svāhā and svadhā from their sons.

मनुष्यों और देवताओं के लोक में, पितर और देवता सदैव अपने पुत्रों से स्वाहा और स्वधा का प्रसाद चाहते हैं।

दानमध्ययनं यज्ञः प्रजानां परिपालनम् धर्ममेतमधर्मं वा जन्मनैवाभ्यजायिथाः

You have been born to practise donations, study, perform sacrifices and protect the subjects and can either follow dharma or adharma.

आपका जन्म दान करने, अध्ययन करने, यज्ञ करने और प्रजा की रक्षा करने के लिए हुआ है और आप या तो धर्म का पालन कर सकते हैं या अधर्म का।

काले धुरि नियुक्तानां वहतां भार आहिते सीदतामपि कौन्तेय न कीर्तिरवसीदति

O Kaunteya! Destiny has imposed a burden and a heavier load has been imposed on that. Even if you are fatigued, your fame will not be destroyed.

हे कौन्तेय! नियति ने बोझ लाद दिया है और उस पर भारी बोझ लाद दिया है। यदि आप थके हुए भी हैं तो भी आपकी कीर्ति नष्ट नहीं होगी।

समन्ततो विनियतो वहत्यस्खलितो हि यः निर्दोषकर्मवचनात्सिद्धिः कर्मण एव सा

If a person controls himself in every way and bears it without losing his footing, he is without any taint in his deeds, words and success, because of his deeds alone.

यदि कोई व्यक्ति हर तरह से खुद पर नियंत्रण रखता है और अपना पैर खोए बिना इसे सहन करता है, तो उसके कर्मों, शब्दों और सफलता में कोई दाग नहीं है, केवल अपने कर्मों के कारण।

नैकान्तविनिपातेन विचचारेह कश्चन धर्मी गृही वा राजा वा ब्रह्मचार्यथ वा पुनः

If someone knows about dharma and stumbles, that is a calamity, regardless of whether he is a householder, a king or a brahmachari.

यदि कोई धर्म के बारे में जानता है और ठोकर खाता है, तो यह दुर्भाग्य है, चाहे वह गृहस्थ हो, राजा हो या ब्रह्मचारी हो।

अल्पं तु साधुभूयिष्ठं यत्कर्मोदारमेव तत् कृतमेवाकृताच्छ्रेयो न पापीयोऽस्त्यकर्मणः

It is better to do a small, generous and virtuous act than to do nothing at all. There is nothing more wicked than not doing.

कुछ भी न करने से बेहतर है कि कोई छोटा, उदार और नेक कार्य किया जाए। न करने से अधिक दुष्ट कुछ भी नहीं है।

यदा कुलीनो धर्मज्ञः प्राप्नोत्यैश्वर्यमुत्तमम् योगक्षेमस्तदा राजन्कुशलायैव कल्पते

O king! When a person born in a noble lineage knows about dharma and obtains great prosperity, yoga and kṣemā exist and welfare can be thought of.

हे राजा! जब एक कुलीन वंश में पैदा हुआ व्यक्ति धर्म के बारे में जानता है और महान समृद्धि प्राप्त करता है, तो योग और क्षेम मौजूद होते हैं और कल्याण के बारे में सोचा जा सकता है।

दानेनान्यं बलेनान्यमन्यं सूनृतया गिरा सर्वतः परिगृह्णीयाद्राज्यं प्राप्येह धार्मिकः

When a person who knows about dharma obtains a kingdom, he should seize it in every direction—winning over some through donations, others through force, and still others with extremely pleasant words.

जब धर्म को जानने वाला कोई व्यक्ति राज्य प्राप्त करता है, तो उसे इसे हर दिशा में जीतना चाहिए - कुछ को दान के माध्यम से जीतना चाहिए, कुछ को बल के माध्यम से जीतना चाहिए, और कुछ को बेहद सुखद शब्दों के साथ जीतना चाहिए।

यं हि वैद्याः कुले जाता अवृत्तिभयपीडिताः प्राप्य तृप्ताः प्रतिष्ठन्ति धर्मः कोऽभ्यधिकस्ततः

There are learned ones born in noble lineages, who are afflicted by fear because they may not have a means of sustenance. When they obtain that and are satisfied about their states, what can be a greater dharma than that?

ऐसे विद्वान लोग हैं जो कुलीन वंशों में पैदा हुए हैं, जो भय से पीड़ित हैं क्योंकि उनके पास जीविका का कोई साधन नहीं है। जब वे उसे प्राप्त कर लेते हैं और अपनी स्थिति से संतुष्ट हो जाते हैं, तो इससे बड़ा धर्म क्या हो सकता है?

युधिष्ठिर उवाच किं न्वतः परमं स्वर्ग्यं का न्वतः प्रीतिरुत्तमा किं न्वतः परमैश्वर्यं ब्रूहि मे यदि मन्यसे

Yudhiṣṭhira asked: What is greater than heaven? What is greater happiness than that? What is supreme prosperity? If there is anything that you can think of, tell me about it.

युधिष्ठिर ने पूछा: स्वर्ग से भी बड़ा क्या है? इससे बड़ी ख़ुशी क्या होगी? सर्वोच्च समृद्धि क्या है? यदि ऐसा कुछ है जिसके बारे में आप सोच सकते हैं, तो मुझे इसके बारे में बताएं।

भीष्म उवाच यस्मिन्प्रतिष्ठिताः सम्यक्क्षेमं विन्दन्ति तत्क्षणम् स स्वर्गजित्तमोऽस्माकं सत्यमेतद्ब्रवीमि ते

Bhīṣma replied: If complete kṣemā can be obtained from someone being established, then among all of us, he is the one who has obtained the best of heavens in an instant. I am telling you this truthfully.

भीष्म ने उत्तर दिया: यदि किसी स्थापित होने से पूर्ण क्षेम प्राप्त किया जा सकता है, तो हम सभी में से, वह वह है जिसने एक पल में सर्वोत्तम स्वर्ग प्राप्त कर लिया है। यह बात मैं तुमसे सच-सच कह रहा हूं.

त्वमेव प्रीतिमांस्तस्मात्कुरूणां कुरुसत्तम भव राजा जय स्वर्गं सतो रक्षासतो जहि

O supreme among the Kuru lineage! You are the delight of all the Kuru-s. Be the king. Conquer heaven. Protect the righteous and slay the wicked.

हे कुरु वंश में श्रेष्ठ! आप समस्त कुरुओं के आनंद हैं। राजा बनो. स्वर्ग पर विजय प्राप्त करो. धर्मियों की रक्षा करो और दुष्टों का संहार करो।

अनु त्वा तात जीवन्तु सुहृदः साधुभिः सह पर्जन्यमिव भूतानि स्वादुद्रुममिवाण्डजाः

O son! Let your well-wishers and the virtuous live and follow you. Be like Pārjanya to beings and like a succulent tree to birds.

हे वत्स आपके शुभचिंतक और धर्मात्मा लोग जीवित रहें और आपका अनुसरण करें। प्राणियों के लिए पार्जन्य और पक्षियों के लिए रसीले वृक्ष के समान बनो।

धृष्टं शूरं प्रहर्तारमनृशंसं जितेन्द्रियम् वत्सलं संविभक्तारमनु जीवन्तु त्वां जनाः

Be dignified, brave, capable of striking, non-violent, victorious over your senses, affectionate and ready to share. Let people live and follow you.

प्रतिष्ठित, बहादुर, प्रहार करने में सक्षम, अहिंसक, अपनी इंद्रियों पर विजयी, स्नेही और साझा करने के लिए तैयार रहें। लोगों को जीने दो और तुम्हारा अनुसरण करो।
