भीष्म उवाच स श्वा प्रकृतिमापन्नः परं दैन्यमुपागमत् ऋषिणा हुंकृतः पापस्तपोवनबहिष्कृतः

Bhīṣma said: Having assumed the nature of a dog, it was overcome by supreme misery. The riṣi said 'hum' and expelled the wicked one from the hermitage.

भीष्म ने कहा: कुत्ते का स्वभाव धारण करने के बाद, यह परम दुःख से उबर गया। ऋषि ने 'हम्' कहा और उस दुष्ट को आश्रम से बाहर निकाल दिया।

एवं राज्ञा मतिमता विदित्वा शीलशौचताम् आर्जवं प्रकृतिं सत्त्वं कुलं वृत्तं श्रुतं दमम्

In this way, an intelligent king must know about goodness of conduct and purity and about uprightness, nature, spiritedness, lineage, conduct, learning, self-control,

इस प्रकार, एक बुद्धिमान राजा को आचरण की अच्छाई और पवित्रता के बारे में और ईमानदारी, स्वभाव, भावना, वंश, आचरण, शिक्षा, आत्म-संयम के बारे में जानना चाहिए।

अनुक्रोशं बलं वीर्यं भावं संप्रशमं क्षमाम् भृत्या ये यत्र योग्याः स्युस्तत्र स्थाप्याः सुशिक्षिताः

compassion, strength, valour, sentiments, tranquility and forgiveness. It is only then that extremely well-trained and skilled servants must be appointed.

करुणा, शक्ति, वीरता, भावनाएँ, शांति और क्षमा। तभी अत्यंत सुप्रशिक्षित एवं कुशल नौकरों की नियुक्ति की जानी चाहिए।

नापरीक्ष्य महीपालः प्रकर्तुं भृत्यमर्हति अकुलीननराकीर्णो न राजा सुखमेधते

Without examination, the lord of the earth must not appoint servants. A king who is surrounded by those who have been born in inferior lineages will not obtain happiness.

पृय्वी के स्वामी को बिना जांचे सेवकों की नियुक्ति नहीं करनी चाहिए। जो राजा निम्न कुल में जन्मे लोगों से घिरा रहता है, उसे सुख नहीं मिलता।

कुलजः प्रकृतो राज्ञा तत्कुलीनतया सदा न पापे कुरुते बुद्धिं निन्द्यमानोऽप्यनागसि

If a person who has naturally been born in a good lineage is reprimanded by the king through no fault of his own, because of the nobility of the lineage, his intelligence will not turn towards wicked deeds.

यदि कोई व्यक्ति जो स्वाभाविक रूप से अच्छे वंश में पैदा हुआ है, उसे बिना किसी गलती के, वंश की कुलीनता के कारण राजा द्वारा डांटा जाता है, तो उसकी बुद्धि दुष्ट कार्यों की ओर नहीं जाएगी।

अकुलीनस्तु पुरुषः प्रकृतः साधुसंक्षयात् दुर्लभैश्वर्यतां प्राप्तो निन्दितः शत्रुतां व्रजेत्

Because of a shortage of virtuous people, if a person born in an inferior lineage is appointed, even if he thereby obtains extremely rare prosperity, once he is censured, he will turn towards enmity.

सद्गुणी लोगों की कमी के कारण, यदि निम्न कुल में जन्मे व्यक्ति को नियुक्त किया जाता है, तो भले ही उसे अत्यंत दुर्लभ समृद्धि प्राप्त हो, एक बार निंदा होने पर, वह शत्रुता की ओर बढ़ जाएगा।

कुलीनं शिक्षितं प्राज्ञं ज्ञानविज्ञानकोविदम् सर्वशास्त्रार्थतत्त्वज्ञं सहिष्णुं देशजं तथा

O king! Born in a noble lineage, learned, wise, accomplished in jñānā and vijñānā, knowledgeable about the purport of all the sacred texts, tolerant, born within the country,

हे राजा! कुलीन वंश में जन्मे, विद्वान, बुद्धिमान, ज्ञान और विज्ञान में पारंगत, सभी पवित्र ग्रंथों के तात्पर्य के बारे में जानकार, सहिष्णु, देश के भीतर पैदा हुए,

कृतज्ञं बलवन्तं च क्षान्तं दान्तं जितेन्द्रियम् अलुब्धं लब्धसंतुष्टं स्वामिमित्रबुभूषकम्

grateful, strong, forgiving, selfcontrolled, with control over the senses, not avaricious, satisfied with one's lot, friendly towards the master and friends,

कृतज्ञ, बलवान, क्षमाशील, संयमी, इंद्रियों पर नियंत्रण रखने वाला, लोभी नहीं, अपने भाग्य से संतुष्ट, स्वामी और मित्रों के प्रति मैत्रीपूर्ण,

सचिवं देशकालज्ञं सर्वसंग्रहणे रतम् सत्कृतं युक्तमनसं हितैषिणमतन्द्रितम्

an adviser who knows about the time and the place and is engaged in drawing people to him, one who shows honour, firm in his mind, a constant seeker of welfare, with good conduct in his own areas,

एक सलाहकार जो समय और स्थान के बारे में जानता है और लोगों को अपनी ओर आकर्षित करने में लगा हुआ है, जो सम्मान दिखाता है, अपने मन में दृढ़ है, कल्याण का निरंतर चाहने वाला है, अपने क्षेत्रों में अच्छा आचरण करता है।

युक्ताचारं स्वविषये संधिविग्रहकोविदम् राज्ञस्त्रिवर्गवेत्तारं पौरजानपदप्रियम्

knowledgeable about peace and war, knowledgeable about the three objectives, loved by the residents of the city and the countryside,

शांति और युद्ध का ज्ञाता, तीन उद्देश्यों का ज्ञाता, नगर और देहात के निवासियों का प्रिय,

खातकव्यूहतत्त्वज्ञं बलहर्षणकोविदम् इङ्गिताकारतत्त्वज्ञं यात्रायानविशारदम्

knowledgeable about vyūha-s for defence and attack, knowledgeable about how one can cheer the forces, knowledgeable about signs and expressions, skilled about marching and vehicles,

रक्षा और हमले के लिए व्यूहों के बारे में जानकार, सेनाओं को कैसे खुश किया जा सकता है इसके बारे में जानकार, संकेतों और अभिव्यक्तियों के बारे में जानकार, मार्चिंग और वाहनों के बारे में कुशल,

हस्तिशिक्षासु तत्त्वज्ञमहंकारविवर्जितम् प्रगल्भं दक्षिणं दान्तं बलिनं युक्तकारिणम्

learned about the training of elephants, devoid of ego, eloquent, courteous, self-controlled, powerful, reasonable in objectives,

हाथियों के प्रशिक्षण के बारे में सीखा, अहंकार से रहित, वाक्पटु, विनम्र, आत्म-नियंत्रित, शक्तिशाली, उद्देश्यों में उचित,

चोक्षं चोक्षजनाकीर्णं सुवेषं सुखदर्शनम् नायकं नीतिकुशलं गुणषष्ट्या समन्वितम्

upright, one who associates with upright people, well dressed, good-looking, a leader, skilled about policy, possessing the six qualities,

ईमानदार, ईमानदार लोगों की संगति करने वाला, अच्छे कपड़े पहनने वाला, सुंदर दिखने वाला, नेता, नीति में कुशल, छह गुणों से युक्त,

अस्तब्धं प्रश्रितं शक्तं मृदुवादिनमेव च धीरं श्लक्ष्णं महर्द्धिं च देशकालोपपादकम्

flexible, modest, capable, mild in speech, patient, gentle, extremely wealthy, capable of taking measures according to the time and the place—

लचीला, विनम्र, सक्षम, वाणी में सौम्य, धैर्यवान, सौम्य, अत्यंत धनवान, समय और स्थान के अनुसार उपाय करने में सक्षम -

सचिवं यः प्रकुरुते न चैनमवमन्यते तस्य विस्तीर्यते राज्यं ज्योत्स्ना ग्रहपतेरिव

such people should not be ignored and should be made advisers. The kingdom will then extend, like moonlight from the lord of the planets.

ऐसे लोगों को नजरअंदाज नहीं किया जाना चाहिए और उन्हें सलाहकार बनाया जाना चाहिए।' तब राज्य का विस्तार ग्रहों के स्वामी की चांदनी की तरह होगा।

एतैरेव गुणैर्युक्तो राजा शास्त्रविशारदः एष्टव्यो धर्मपरमः प्रजापालनतत्परः

The king must also possess these qualities and must be skilled in the sacred texts. His desire must be supreme dharma and he must be devoted to ruling the subjects.

राजा में भी ये गुण होने चाहिए और वह पवित्र ग्रंथों में कुशल होना चाहिए। उसकी इच्छा सर्वोच्च धर्म होनी चाहिए और वह प्रजा पर शासन करने के लिए समर्पित होना चाहिए।

धीरो मर्षी शुचिः शीघ्रः काले पुरुषकारवित् शुश्रूषुः श्रुतवाञ्श्रोता ऊहापोहविशारदः

He must be patient, tolerant, pure, swift, exhibiting manliness at the appropriate time, ready to serve, learned, ready to listen, accomplished in reasoning,

वह धैर्यवान, सहनशील, शुद्ध, तेज, उचित समय पर पुरुषत्व प्रदर्शित करने वाला, सेवा करने के लिए तैयार, विद्वान, सुनने के लिए तैयार, तर्क में निपुण होना चाहिए।

मेधावी धारणायुक्तो यथान्यायोपपादकः दान्तः सदा प्रियाभाषी क्षमावांश्च विपर्यये

intelligent, firm in his mind, ready to implement what is fair, self-controlled, always pleasant in speech, forgiving when there is a catastrophe,

बुद्धिमान, मन का दृढ़, न्यायपूर्ण कार्य करने को तैयार, संयमी, हमेशा मधुर वाणी बोलने वाला, विपत्ति आने पर क्षमा करने वाला,

दानाच्छेदे स्वयंकारी सुद्वारः सुखदर्शनः आर्तहस्तप्रदो नित्यमाप्तंमन्यो नये रतः

ceaseless in generosity, ready to act on his own, possessing excellent gates, pleasant to behold, ready to extend a hand to those who are distressed, always engaged in policy indicated by the learned,

उदारता में निरंतर तत्पर, स्वयं कार्य करने के लिए तैयार, उत्कृष्ट द्वार रखने वाला, देखने में सुखद, परेशान लोगों की मदद करने के लिए तैयार, हमेशा विद्वानों द्वारा बताई गई नीति में लगे रहने वाला,

नाहंवादी न निर्द्वंद्वो न यत्किंचनकारकः कृते कर्मण्यमोघानां कर्ता भृत्यजनप्रियः

without ego, without opposite sentiments, without a tendency to act on everything, unwavering in pursuing a task that has been undertaken, a master who is loved by the servants,

बिना अहंकार के, बिना विपरीत भावनाओं के, बिना हर चीज पर कार्य करने की प्रवृत्ति के बिना, जो काम हाथ में लिया गया है उसे पूरा करने में अविचल, एक ऐसा स्वामी जो नौकरों से प्यार करता है,

संगृहीतजनोऽस्तब्धः प्रसन्नवदनः सदा दाता भृत्यजनावेक्षी न क्रोधी सुमहामनाः

ready to bring people together, not rigid, always possessing a pleasant demeanour, generous, attentive towards the servants, without anger, extremely broad-minded,

लोगों को एक साथ लाने के लिए तैयार, कठोर नहीं, हमेशा सुखद व्यवहार रखने वाला, उदार, नौकरों के प्रति चौकस, क्रोध रहित, अत्यंत व्यापक सोच वाला,

युक्तदण्डो न निर्दण्डो धर्मकार्यानुशासकः चारनेत्रः परावेक्षी धर्मार्थकुशलः सदा

ready to use the staff of chastisement, not failing to use the staff of chastisement, a ruler who ensures acts of dharma, one who uses spies as his eyes, attentive towards enemies and always accomplished in dharma and artha.

दण्ड के दण्ड का प्रयोग करने में तत्पर, दण्ड के दण्ड का प्रयोग करने से न चूकने वाला, धर्म के कार्यों को सुनिश्चित करने वाला शासक, जासूसों को अपनी आँखों के रूप में उपयोग करने वाला, शत्रुओं के प्रति चौकस रहने वाला और सदैव धर्म और अर्थ में निपुण।

राजा गुणशताकीर्ण एष्टव्यस्तादृशो भवेत् योधाश्चैव मनुष्येन्द्र सर्वैर्गुणगुणैर्वृताः

Such a king will possess a hundred qualities and you should be like that. O Indra among men! In sustaining the kingdom, you must search for warriors, those who possess all the qualities.

ऐसा राजा सैकड़ों गुणों से युक्त होगा और तुम्हें भी वैसा ही होना चाहिए। हे मनुष्यों में इंद्र! राज्य को कायम रखने के लिए तुम्हें योद्धाओं की खोज करनी होगी, जिनमें सभी गुण हों।

अन्वेष्टव्याः सुपुरुषाः सहाया राज्यधारणाः न विमानयितव्याश्च राज्ञा वृद्धिमभीप्सता

Having chosen these excellent men as aides the king who desires prosperity should not disrespect them.

इन श्रेष्ठ पुरुषों को सहायक के रूप में चुनकर समृद्धि की इच्छा रखने वाले राजा को उनका अनादर नहीं करना चाहिए।

योधाः समरशौटीराः कृतज्ञाः शस्त्रकोविदाः धर्मशास्त्रसमायुक्ताः पदातिजनसंयुताः

The warriors must be insolent in battle, grateful and accomplished in the use of weapons. They must know about the sacred texts of dharma and must possess foot soldiers.

योद्धाओं को युद्ध में निडर, कृतज्ञ और शस्त्र चलाने में कुशल होना चाहिए। उन्हें धर्म के पवित्र ग्रंथों के बारे में जानना चाहिए और उनके पास पैदल सैनिक होने चाहिए।

अर्थमानविवृद्धाश्च रथचर्याविशारदाः इष्वस्त्रकुशला यस्य तस्येयं नृपतेर्मही

If they are accomplished in the use of chariots and skilled in the use of arrows and weapons, the king will extend his prosperity and win the earth.

यदि वे रथ संचालन में निपुण हों और बाणों तथा शस्त्रों के प्रयोग में कुशल हों, तो राजा अपनी समृद्धि बढ़ाएगा और पृथ्वी पर विजय प्राप्त करेगा।

सर्वसंग्रहणे युक्तो नृपो भवति यः सदा उत्थानशीलो मित्राढ्यः स राजा राजसत्तमः

The king who is always engaged in attracting people to himself, who is engaged in enterprise and who is firm in friendship is supreme among kings.

जो राजा सदैव प्रजा को अपनी ओर आकर्षित करने में लगा रहता है, उद्यम में लगा रहता है तथा मित्रता में दृढ़ रहता है, वह राजाओं में श्रेष्ठ है।

शक्या अश्वसहस्रेण वीरारोहेण भारत संगृहीतमनुष्येण कृत्स्ना जेतुं वसुंधरा

O descendant of the Bhārata lineage! If one can collect one thousand men who are valiant horse riders, one is capable of conquering the entire earth.

हे भरत वंश के वंशज! यदि कोई एक हजार शूरवीर घुड़सवार व्यक्तियों को एकत्र कर सके, तो वह पूरी पृथ्वी पर विजय प्राप्त करने में सक्षम है।
