धृतराष्ट्र उवाच व्यवहाराश्च ते तात नित्यमाप्तैरधिष्ठिताः योज्यास्तुष्टैर्हितै राजन्नित्यं चारैरनुष्ठिताः

Dhritarashtra said: O son, your dealings should always be supervised by the learned. They should be entrusted to the satisfied and the virtuous, and always carried out by spies.

धृतराष्ट्र ने कहा: हे पुत्र, तुम्हारे व्यवहार की निगरानी हमेशा विद्वानों द्वारा की जानी चाहिए। उन्हें संतुष्ट और गुणी लोगों को सौंपा जाना चाहिए, और हमेशा जासूसों द्वारा किया जाना चाहिए।

परिमाणं विदित्वा च दण्डं दण्ड्येषु भारत प्रणयेयुर्यथान्यायं पुरुषास्ते युधिष्ठिर

Having known the extent of the punishment to be meted out to those who deserve punishment, O descendant of Bharata, Those men should act in accordance with the proper procedure, O Yudhishthira.

हे भरत के वंशज, जो लोग दंड के पात्र हैं उन्हें दिए जाने वाले दंड की सीमा को जानने के बाद, उन लोगों को उचित प्रक्रिया के अनुसार कार्य करना चाहिए, हे युधिष्ठिर।

आदानरुचयश्चैव परदाराभिमर्शकाः उग्रदण्डप्रधानाश्च मिथ्या व्याहारिणस्तथा

Those who are fond of taking, those who touch the wives of others, Those who are devoted to harsh punishment, and those who speak falsely,

जो व्यभिचारी होते हैं, जो दूसरों की स्त्रियों को छूते हैं, जो कठोर दण्ड के पक्षधर होते हैं तथा जो मिथ्या वचन बोलते हैं।

आक्रोष्टारश्च लुब्धाश्च हन्तारः साहसप्रियाः सभाविहारभेत्तारो वर्णानां च प्रदूषकाः हिरण्यदण्ड्या वध्याश्च कर्तव्या देशकालतः

Those who revile, those who are greedy, those who kill, those who delight in violence, Those who disrupt assemblies and places of rest, and those who defile the castes, Those who deserve the golden staff, those who deserve death, should be dealt with according to place and time.

जो गाली देते हैं, जो लालची हैं, जो हत्या करते हैं, जो हिंसा में प्रसन्न होते हैं, जो सभाओं और विश्राम स्थलों को बाधित करते हैं, और जो जातियों को अपवित्र करते हैं, जो सोने की छड़ी के पात्र हैं, जो मृत्यु के पात्र हैं, उनके साथ स्थान और समय के अनुसार निपटा जाना चाहिए।

प्रातरेव हि पश्येथा ये कुर्युर्व्ययकर्म ते अलंकारमथो भोज्यमत ऊर्ध्वं समाचरेः

You should see in the morning those who perform the rite of expenditure. Then perform the adornment and food, and then do the rest.

प्रातः काल व्यय संस्कार करने वालों के दर्शन करना चाहिए। फिर शृंगार और भोजन करें और फिर बाकी काम करें।

पश्येथाश्च ततो योधान्सदा त्वं परिहर्षयन् दूतानां च चराणां च प्रदोषस्ते सदा भवेत्

You should always be seen by the warriors, delighting them. You should always be the twilight for the messengers and the moving beings.

तुम्हें सदैव योद्धाओं को प्रसन्न करते हुए देखना चाहिए। आप दूतों और चर-अचर प्राणियों के लिए सदैव गोधूलि ही रहें।

सदा चापररात्रं ते भवेत्कार्यार्थनिर्णये मध्यरात्रे विहारस्ते मध्याह्ने च सदा भवेत्

And always in the last watch of the night, you should decide on your duties. In the middle of the night, you should rest, and at midday, you should always be.

और सदैव रात्रि के अंतिम प्रहर में ही अपने कर्तव्यों का निर्णय करना चाहिए। आधी रात में तुम्हें आराम करना चाहिए और दोपहर में हमेशा आराम करना चाहिए।

सर्वे त्वात्ययिकाः कालाः कार्याणां भरतर्षभ तथैवालंकृतः काले तिष्ठेथा भूरिदक्षिणः चक्रवत्कर्मणां तात पर्यायो ह्येष नित्यशः

All the seasons, O bull of the Bharatas, are suitable for the performance of rites. And you, O you who are generous, should remain adorned in due season. O son, this is the eternal order of the performance of rites, like the turning of a wheel.

हे भरत के बैल, सभी ऋतुएँ अनुष्ठान करने के लिए उपयुक्त हैं। और हे उदार लोगों, तुम्हें उचित समय पर सुशोभित रहना चाहिए। हे पुत्र, चक्र घुमाने के समान संस्कारों का यह शाश्वत क्रम है।

कोशस्य संचये यत्नं कुर्वीथा न्यायतः सदा द्विविधस्य महाराज विपरीतं विवर्जयेः

Always make an effort to accumulate wealth in accordance with the law. O great king, avoid the two kinds of wealth that are contrary to this.

सदैव विधिपूर्वक धन संचय करने का प्रयास करें। हे महान राजा, इसके विपरीत दो प्रकार के धन से बचें।

चारैर्विदित्वा शत्रूंश्च ये ते राज्यान्तरायिणः तानाप्तैः पुरुषैर्दूराद्घातयेथाः परस्परम्

Having learned of the enemies who obstruct the kingdom, you should have your own men kill them from a distance.

राज्य में विघ्न डालने वाले शत्रुओं के बारे में जानकर तुम्हें अपने ही लोगों से उन्हें दूर से ही मरवाना चाहिए।

कर्मदृष्ट्याथ भृत्यांस्त्वं वरयेथाः कुरूद्वह कारयेथाश्च कर्माणि युक्तायुक्तैरधिष्ठितैः

O descendant of the Kuru lineage, you should select servants with a view to their work, and have them perform tasks under the supervision of those who are fit and unfit.

हे कुरु वंश के वंशज, तुम्हें उनके कार्य की दृष्टि से नौकरों का चयन करना चाहिए और जो योग्य और अयोग्य हों, उनकी देखरेख में उनसे कार्य करवाना चाहिए।

सेनाप्रणेता च भवेत्तव तात दृढव्रतः शूरः क्लेशसहश्चैव प्रियश्च तव मानवः

"And he will be your general, O son, steadfast in his vows, " "A hero, able to endure hardship, and dear to you, O man."

"और वह तुम्हारा सेनापति होगा, हे पुत्र, अपनी प्रतिज्ञा में दृढ़, " "एक नायक, कठिनाई सहने में सक्षम, और तुम्हें प्रिय, हे मनुष्य।"

सर्वे जानपदाश्चैव तव कर्माणि पाण्डव पौरोगवाश्च सभ्याश्च कुर्युर्ये व्यवहारिणः

All the people and the citizens, O son of Pandu, and the judges and the members of the assembly, and those who are engaged in legal proceedings,

हे पाण्डुपुत्र, सभी लोग और नागरिक, और न्यायाधीश और सभा के सदस्य, और जो कानूनी कार्यवाही में लगे हुए हैं,

स्वरन्ध्रं पररन्ध्रं च स्वेषु चैव परेषु च उपलक्षयितव्यं ते नित्यमेव युधिष्ठिर

You should always recognize the weak points of yourself and of others, O Yudhiṣṭhira.

हे युधिष्ठिर, तुम्हें हमेशा अपनी और दूसरों की कमजोरियों को पहचानना चाहिए।

देशान्तरस्थाश्च नरा विक्रान्ताः सर्वकर्मसु मात्राभिरनुरूपाभिरनुग्राह्या हितास्त्वया

And the heroic men who are in other countries, and all those who are to be benefited and helped by you with appropriate means.

और जो वीर पुरुष दूसरे देशों में हैं, और वे सभी जिन्हें आपके द्वारा उचित साधनों से लाभ और सहायता मिलनी है।

गुणार्थिनां गुणः कार्यो विदुषां ते जनाधिप अविचाल्याश्च ते ते स्युर्यथा मेरुर्महागिरिः

For those who seek qualities, you should perform the qualities, O Lord of Men, for the wise. And they should be unshakable, like the great mountain Meru.

जो लोग गुणों की खोज करते हैं, हे मनुष्यों के भगवान, आपको बुद्धिमानों के लिए गुणों का पालन करना चाहिए। और वे महान मेरु पर्वत के समान अटल रहें।
